If you are running a national campaign with different creative for different geographic targets or different creatives for different browsers, it can be a lot of duplicative work to set each of them up as different campaigns. But a consumer is much less likely to click on a creative that says “$20 Sushi Dinner” than “$20 Sushi Dinner in Midtown Manhattan” because it’s much more relevant to the user, so they are more likely to engage.
